A right or a privilege?

According to Oxford Dictionary, education is a process of teaching, training and learning, especially in schools or colleges, to improve knowledge and develop skills. But is it a right or a privilege?
Education is a right because it is in the law, and it is the only way to end with ignorance and poverty, and learn some values indispensable for peaceful citizens. But over 113 million of children of primary schools remain out of school and 60% of them are girls, there are 900 million illiterate adults worldwide. Sometimes the only school that exists is too far from home, and charges fees that poor family´s can´t pay and in the most times the children need to help their families at home with farming or household chores.
In my opinion in some countries education is a privilege but should be a right for everyone.
